Donors who have stayed in France and UK

Hi, may I know why you should NOT give blood if you:

1) Have resided in UK for a cumulative period of 3 months or more from 1980 to 1996

2) Have resided in France for a cumulative period of 5 years or more from 1980 to the present

3) Have received blood transfusion in UK after 1980

What is the reason? Please advise.

It has to do with mad cow disease.
