Yes, also mass email will be much more convenient when there is a serious shortage of blood stock rather than making phone calls.

Dear Volunteers,
Hi, this is Sharon from the Blood Donor Recruitment Program. (Singapore Red Cross) We are currently facing a severe shortage in the blood stock for all blood groups and our program is urgently recruiting volunteers to assist us in telerecruitment, and in the distribution of posters and bookmarks at various MRT stations to encourage the public to come down to the Blood Bank for blood donation.
